I can't install forge even with the installer

Recently I have been looking to install my 1.8 forge client but whenever I try, an error occurs.

The file I am using is forge-1.8-11.14.4.1563-installer-win and when i launch, it logs this message: 

Exception in thread "main" java.lang.ExceptionInInitializerError
