Forge installation process not working

When installing forge for 1.16.5/1.16.4 I was able to download the java file of forge. When I dragged it to my desktop and opened it as administrator or as java, it ended up the typical "Do you want this app to make changes to your device" but instead of saying something like forge below, it said java SE runtime environment. After that, nothing would happen. 

I had also tried with previous versions of forge like 1.8.9 and it was the same problem again. 

Please feel free to ask anything to help fix my problem.
