Forge servers will not work on my PC at all. Need help.

When I try to run any forge server it just doesnt open. There is no error message, nothing at all opens. When I run it using a .bat file this happens. 

The vanilla server in the forge server files runs perfectly fine. I really cannot find anything online about this and this is my last resort. I've been coming back to this every few weeks and my new PC gets here soon so I want to use this as a server for modded with a couple friends. I've tried reinstalling both Java and JDK 16, and using different forge versions. Nothing works.

I have run vanilla, fabric, and bukkit servers on my pc yet forge doesn't work. Any help would be appreciated, thank you!
