My forge server does not generate mods folder

Hello, I am looking for help because when I install forge server version << forge-1.16.5-36.2.0 >> it does not generate the mods folder when click the forge jar and install the minecraft server , I already tried with different versions of minecraft and even so, I also tried to create it and it did not work , I put mods and the server did not detect them, please help me :(

I also did it in version 1.17 it did not work for me, it does not create the mods folder for me

From your screenshot and your problem description it sounds like you are actually starting the minecraft_server jar, not the forge jar. This starts a vanilla server.

 

 

I clicked forge and it was not generated, then I ran it as administrator by CMD and I got this error:
