Incorrect file when installing forge server.

Hi, whenever I install the server files from forge in to my new server folder it creates the forge-1.12.2-14.23.5.2854.jar file (showed in first picture). However on all of the tutorials they receive the forge-1.12.2-14.23.5.2854-universal.jar. Because of this when I open this file the mods folder is not created. I have tried installing a new version of java. i have previously loaded up the forge version and everything works in single player. I just need some guidance and understand why it isn't opening. To add to this i have tried creating a bat file to open the server (showed in second picture)
