Can't start the server from the forge file

So I'm trying to host a forge server on my computer for friends to join, so I install the forge server in a folder, but when I try to double click the forge file that the installer made, it doesn't make the files it needs to make, and if I try to start it from the other file it's just vanilla.

well I have both java 8 and java 16, is there a way to make it pick up java 8 instead of 16?

Forge 1.20.1 OpenAL 40963 and 40961 in DynamicSoundFilters

I copied the mod from Fabric to Forge, but errors 40963 and 40961 appear, I still don’t know the reason, I tried it in a single world, it doesn’t reproduce, the reason for the error is unknown, sometimes it exists and sometimes it doesn’t. andre111/dynamicsoundfilters: GitHub repository
The ported code to Forge is no different from the original, so you can use the source code for testing. The same error occurred on the Fabric build, mods that were on both builds:

My friend keeps getting disconnected from our Forge Server

It is, but that is mainly to set up configs per player, I think. I don't believe it is messing chest inventories. I can try to remove that one tho and see if it fixes anything.
