My 1.12.2 Version Minecraft forge has two mods folders in it?

I was setting up my forge and put mods in and for some reason it didn't work. I checked the mods folder i had set to my forge and saw that there was a second mods folder in my mods folder and no matter what i do it keeps on happening. I even re-installed Minecraft, forge, java one by one and even un installed and installed all of them at the same time. I have no clue what is going on nor can i find any videos or anything on YouTube to help my fix it. Can anyone help me fix or understand what is going on if so please do so I am very confused. Thank you!

  Seemingly fixed, I had to delete the advancements json file for every player in the server as this seemed to be the error. After deleting the files and reloading the server, we were able to join back in.
