My server ignoring mods!?

I noticed that my forge server tottaly ignores mod.

The world works fine and I use MAX AND MIN 6GB of ram.

The forge server it's just like that mods dosen't exist. It dosen't have any mods folder to build in.

Even creating it and adding mods in it dosen't works

I also put proper mods for the version and it still ignores.

There's no errors at all at logs.

Also there's no way that it's installed Vanilla type of server. I used FORGE!!
