A Pillager with banner (Captian Pillager or Raid Captain) doesn't spawn near the Pillager Outpost in 1.18.1-forge-39.0.10

I have been waiting for a long time, killed ~50 pilligers but Pilliger with banner didn't spawned i can't start my farm. I tried without Forge and other mods on the same seed, and everything was ok.
