Good lord an over 17 minute video to run a f***ing jar file? Is this guy serious? I am not watching this video.

Just run the installer, it creates a ready-to-use server.

When i run the server, it doesnt create a mods folder.

Running the minecraft_server.jar starts a vanilla server.

Run the forge jar from the command line and post the output.

Nothing happens when i try to run it. Like legit nothing.
