Server creation

HI!
I have a problem with launching modded server. I downloaded Forge 36.2.22 for a server, and tried to launch it with bat file as it is said in all guides. However, Forge created only half of files (mods, logs, config and defaultConfig) and gave me an error which I could find in any topic here. Minecraft version is 1.16.5, Java - 1.8.321

Bat file config:
java -Xmx4096M -Xms4096M -jar server.jar nogui
PAUSE

(I tried setting up direct root to the jawaw.exe file but result was the same except he didn't show me errors in the cmd)

game changed the way you create foods.
for example minecraft 1.21.8 code for the golden apple is
