Forge 1.18.1 Server will not allocate ram amount set in user JVM args

No matter what I attempt my server will not boot displaying the correct RAM. I though possibly the Gui was displaying incorrectly as i know it can be unreliable but after playtesting the server quickly built up an excess of ram and crashed, I know I'm running 200 mods but 10Gb should be able to handle that. Will attempt to drop as much information as I can here and any help would be appreciated. Have been struggling with this for the past few days alone.

 

I am on windows using Java 17.0.2. System has 32Gb of ram and a ryzen 3600X.
