Every time I try to download Forge 1.12.2, it always turns into a JAR file but I can't actually open it. Can anybody help?

It downloads and registers as a .JAR file, but when I click it, it just turns into a Notepad file and shows a bunch of weird symbols. It worked a while back when I downloaded Forge 1.16.5, but now there's no Forge installer for me, just the note. Does anybody know what's wrong?
