Forge Minecraft server seen as vanilla and does not see my mods

I've had an intention on creating a modded server however the game sees my server a vanilla server. Enven though i've installed the server through forge and then runned it it's still seen as vanilla server. I've had trouble getting the mods folder itself to appear but after installing Java 8 i got it to apear. Regardless i've must have done something wrong as even after putting the mods into the folder it does not recognize it as modded.

The mods folder apeared after i runned the forge jar

I also did not add any folders manually, everything was done by the pc. I only renamed the world to world2 but i didnt work beforehand too.
