When i press play forge 1.8.9 doesnt load and when i try to launch it again it says game is already running but it isnt

okey so the problem is whenever i click play in the minecraft launhcer on the forge 1.8.9 instalation it doesnt launch and when i click play to try to launch it again it says game is running, but it isnt
