Minecraft crashes because of invalid java runtime configuration

when i start my mineraft there is one of 2 things happening:

1. exit code: -1073740940 (i cant look at the log)

2. exit code: 1 with the crash report on my pastebin https://pastebin.com/Mcb3eFiQ

This happens with all versions modded and vanilla. i also reinstalled java and mc multiple times but it doesnt seem to do anything. And yes my pc is more than capable of running mc.

if you have any more questions or need more info dont hesitate to ask me. (although it can take up to  2 days for me to see it depending on how active i am)
