Setting forge server on 1.16.5

Hey guys, need help with setting up server, i made everything correctry (i think) but i stopped on changing eula file, because it didn't apeard after starting run.bat have some idea how to repair it?

What java version are you using? try java --version or java -version

how is that possible?

what do "java -version" and "java --version" output? Also, try installing a newer version (17) and make sure you set the JAVA_HOME and PATH environment variables to the new install.
