Forge launches but mods don't launch with it

So basically when I launch forge for 1.17.1 it goes normally into game and I can play etc. but none of the mods are working and they don't show up on the mods list

You see I'm not doing a modpack, it's just litematica and optifine

So, you are trying to do mods without launching forge and starting minecraft form there?

I am launching minecraft with forge from minecraft launcher yes

Try launching it from the forge thing
