i cant open the server from the forge.jar

hello guys as i say i cant open my server from the forge.jar because that file send me to the installation again.
the server its alredy moded but i cant put more mods on it.

    i just installed minecraft server and then installed forge serverthen created a start.bat file to config ram

    im using java 18 and 1.18.2 version of minecraft
