Crafting Recipes not working in specific world

We have a minecraft server running a handful of mods. I discovered that the create mod's items show up in JEI and can be given to players, but the output doesn't show up in the crafting window.

I tested a handful of things and found if I create a new world file the create items are craftable. This server is around a month and a half old now and Players don't want to lose their builds or progress, but want to play with the create mod. Is there anything that can be done that anyone knows of to fix something like this. Create was present when this pack was built and the original world was generated.

Does anyone have any idea why a crafting recipe would work in one world file that was made with a pack but not another?
