Parts of world not loading

Its not necessarily chunks that are unloaded, but rather specific portions of my world, where if I step into them, they immediately load and sometimes deload the area I was just in. Causing a block update seems to load the area like normal, but I don't know what is causing this issue. The modpack I am playing is Blightfall and is a 1.7.10 pack.
