You likely either need to install java, or run jarfix. The FAQ can tell you how to install java. If you already have it, you can get jarfix from https://johann.loefflmann.net/downloads/jarfix.exe -

Hello, when I try to install forge and click on the forge installer file, my PC displays a message stating ,,This app cant run on your PC,,. Is there anyway to fix this? -

Change the RAM allocation from -Xmx10G to -Xmx8G After a new crash, check for the latest.log (logs folder) and add this one here
