weird bug with Vanilla Client on Forge Server

Forge Version 1.19 41.0.22 on the Server

Hey i have the Problem that if  i connect to my forge server with a vanilla client without forge you see weird stuff.
The whole world is broken and blocks and items were different things then they should be. I will add to screenshots.
If i join the server with a forge client everything works fine.
Only mod on the server is dynmap for 1.19. I don't think it is causing this problems.
Is that supposed to be so? Every version before there wasn't a problem with vanilla clients joining a forge server.

    is this problem going to be fixed?

    There never was a problem with vanilla clients on older versions of forge servers.
