Can't climb ladders

Recently made a modded server with my friends and non of use can climb ladders/vines, the AI on minecolonies can't even use them. Searched for this issue and everyone says it's optifine but we don't have optifine installed.
 

Below is a list of all the mods we're using, let me know if you need me to post any more information.
