My Forge mod menu wont show up

As soon as i open the downloaded Forge file (https://files.minecraftforge.net/net/minecraftforge/forge/index_1.12.2.html), it would just open Mozilla Firefox and not the Mod menu. When i open the file with Firefox (its forcing me to do so), it just gives me the option to save the file, but not open it. I already re-downloaded java and another forge file (even a different version and not 1.12).
Im using Windows 11.
it would be awesome if someone helped me.
