Forge server file not opening

The forge server file ceases to open, and fails to generate any folders nor files.

My Java version is Java 8, update 333.

My forge version is forge-1.12.2-14.23.5.2860 .

The vanilla server launcher works just fine, but the forge launcher doesn't.

Thanks if you can help.

The only files are:

libraries

forge-1.12.2-14.23.5.2860.jar

minecraft_server.1.12.2.jar
