I am trying to download "Forge 14.23.5 Minecraft 1.12.2". I go to run the .jar file with java- does not work. gives immediately "Error: could not create java virtual machine error. a fatal exception has occurred. program will exit."

How can I fix this? I just got a new computer and I downloaded the latest JAVA version for it and the correct bit. I have tried every tips and trick that comes up when you google this. Nothing is working help please. I have tried multiple different versions of editing environmental variables. Nothing is working.

Running as administrator gets me sort of far but then it doesn't even give an error the program wont open at all.
