1.18.2, 40.1.86 and 40.1.74, Server can't connect to auth servers or check for updates

I'm having a really weird issue where my server can't authenticate players that try to join. A vanilla server works just fine, but even forge with no mods causes players to no longer be able to join. Setting online-mode to false in server.properties allows players to join again, but that obviously isn't a permanent solution. The only config option I have changed is fullBoundingBoxLadders.

I am running a fresh install of lubuntu 22.04.1 with openjdk-17, Forge 1.18.2, tried both 40.1.86 and 40.1.74

The server doesn't seem to be able to connect with any outside services, which is probably an incorrect configuration on the linux os. You're welcome to look up how to fix the 'No Route to Host' issue, but I would attempt downgrading first to 20.04 to verify that the default setup of the linux os is not at fault.
