Forge Server crash error, [main/ERROR] [ne.mi.fm.lo.ModSorter/LOADING]: Missing mandatory dependencies: minecraft, minecraft

The error,  [main/ERROR] [ne.mi.fm.lo.ModSorter/LOADING]: Missing mandatory dependencies: minecraft, minecraft, keeps coming up while trying to launch a small modded server. I have other servers that are running just fine. To make this server I copy/pasted one of my other servers (it is currently working without issues) and changed the config/mods. Here is the mod list/log.

I don't understand what is causing the error. If you understand this stuff better than I do (you definitely do) please point out whats going on here.

The version you are using is no longer supported on this forum.

Please update to a modern version of Minecraft to receive support.

Currently supported versions are 1.19.2 (Latest) and 1.18.2 (LTS).
