For whatever reason, whenever I try to run the forge installer that I got from this website, it opens up a window in a browser called Opera and then, from this browser, attempts to download the same installer. Running this new installer leads to the exact same results. There is no crashing, it just opens up this browser, than tells me to choose a location to put a downloaded .jar file, but it is the exact same program and does the exact same thing.

The file is called forge-1.19.2-43.1.58-installer.jar and this is the original name, so it isn't an html file. What do you mean by "jar associations"? The opening the browser problem has been resolved (it was just that Opera was the default browser, and I wasn't expecting it).
