Jar file for forge server engine

I'm trying to start a server with mods and i need an engine version 86 or higher, but I need it to be a jar file and I cant find any possible way of getting it. Is there any possible way of getring it?

What is engine version 86 or higher mean? What Forge version is this? If you want to make a server, just use the installer to setup the necessary files.
