where can I get the forge api?

I am looking for the forge api, I can't find it anywhere. I'm trying to start a server, but now I need forge api.

There is an option to download a server or a client when you run the installer

I am not looking for forge itself, I am looking for the api you put in the mods folder, similar to fabric.

There is no api to put into the mods folder. If you host the server yourself, you use the installer to download the server files, if you use a dedicated host, select your forge version through the hosting provider.
