Cant open Forge installer Stream is null

I cant open my forge installer because of this error:

Something went wrong while installing. <br/>java.lang.NullPointerException: Cannot invoke "java.io.InputStream.read(byte[])" because "stream" is null

Help me please

OS: Windows 11

Same problem here. Version: 1.19.4 - 45.0.40

OS: Windows 11. java version 17.0.6

Log:

JVM info: Oracle Corporation - 17.0.6 - 17.0.6+9-LTS-190
java.net.preferIPv4Stack=true
Found java version 17.0.6

Solution from another thread (it works):

"So. If anyone's wondering what my issue was. I needed to remove the exclamation points from one of the folders everything was contained in. Everything I was struggling with that had to do with java magically fixed itself when I got rid of exclamation points in the root folders."

The settings.gradle file has been fixed. But, the build.gradle has an error now.

[SOLVED][1.21.8 | Forge 58.0.5] How to cancel InputEvent.MouseScrollingEvent?

Personally, I just use event.SetCanceled(true) in my handler and it blocks the scroll well.
Even if the method does not appear clear, it is available via the Cancellable interface.
It works at home without additional hacks.
