forge version:40.2.1

linux distro/version: Ubuntu 20.04.4 LTS (GNU/Linux 5.13.0-1036-oracle aarch64)

java version: GraalVM CE 22.3.1 (build 17.0.6+10-jvmci-22.3-b13)

Bug: forge does not pick up its own args text file

error given: Error: Could not find or load main class @libraries.net.minecraftforge.forge.1.18.2-40.2.1.unix_args.txt

how to replicate:

1. download and set up the server on a windows machine

2. zip the server

3. transfer the server files to a linux machine

4. try to boot the server with the given bash script for it

context: I have a external cloud server where i set up my modded server so normally i prep the server on a windows machine given that it is easier to do then on linux, transfer the files to the linux server and then boot them there. never had a issue with 1.16.5 but now with 1.18.2 it doesn't seem to work. It would have been a vaulthunters 3 server if that is relevant.

extra information

Could you try setting up only on the linux machine? My guess is that because of the new system due to Java changes, there's some mismanaged permissions so it can't properly load the file data.
