Forge 1.16.5 crashing on launch

Hello, I've been trying to start forge on 1.16.5 but when ever I click play it closes with an error code 1. i have checked every mod and even tried starting it without any mods and the issue still persists. can anyone help me out with this?

The version you are using is no longer supported on this forum.

Please update to a modern version of Minecraft to receive support.

Currently supported versions are 1.19.3 (Latest), 1.19.2, and 1.18.2 (LTS).
