Minecraft crashes when using Forge and OptiFine together

When I put Optifine (OptiFine_1.19.3_HD_U_I2_PRE3_MOD) into the mods folder, forge wouldn't start up and gives me this error:

The game crashed whilst initializing game Error: net.minecraftforge.fml.ModLoadingException: Forge (forge) encountered an error during the sided_setup event phase

Exit code: -1

 

 

Both of them are on version 1.19.3, I have tried deleting forge and installing it again but nothing works.  I can only use Forge if I put OptiFine out of the mods folder
