Item that periodically mines a curtain block automatically

Hi so I want to create an item that when placed it will mine all the blocks of the selected type in a predefined area for example if you have a stone miner (which is what I would call it) lv1 it will mine all the stone in a 1 chunk radius and as I upgrade it it will mine more chunks it's shouldn't insta mine rather mine over time.
