Problems creating a server

Hi , even if it's not the latest version of minecraft please help me. Basically I'm trying to create a server in 1.12.2 with the mods, too bad that after installing the files through the istaller, activating the eula and all the rest, I don't see the mod folder. If I try to add it, however in the end I don't see the mods in the game. How can I do?

If I understand correctly I should use the universal installer because in theory it should create the mod folder but also the file: mod.list. But it doesn't open

[SOLVED][1.21.8 | Forge 58.0.5] How to cancel InputEvent.MouseScrollingEvent?

Personally, I just use event.SetCanceled(true) in my handler and it blocks the scroll well.
Even if the method does not appear clear, it is available via the Cancellable interface.
It works at home without additional hacks.
