Server .Jar do not open and does not generate any files

As you can tell from the picture, I have the latest recommended revision of Forge for 1.16.5.

I've now tried to reinstall it twice, and it still doesn't work. The minecraft_server.1.16.5.jar file executes and runs everything without any errors, but the forge-1.16.5-36.2.34.jar file will do nothing whatsoever when I try to open it. Even my old servers that worked before  just do not open.

No window appearing, no nothing.

 

Any ideas as to what can be causing this? I've updated Java and Java SE Development kit etc. So this can't be causing the issue either.
