1.12.2 Forge Server won't open!

Im having trouble opening the forge server.jar and I have tried uninstalling minecraft and java, but nothing works. Im pretty sure I do have java 8 but it still wont open. The mods folder won't appear too and I got past the Eula as well! Here's what happens when I put java -jar forgeserver.jar https://imgur.com/vwrlVOy
