My minecraft servers always work without mods, but whenever I add mods they just refuse to launch without a reason

Heres an example from my dawncraft server, EULA didnt pop up and it just wouldn't launch, could it be something to do with my installed java version? image.png?width=1440&height=534

    Mixin only supports Java 18 or lower.

    I'm not good at modding, but at least I can read a crash report (well enough). That's something, right?
