Trying to start a server with HorrorCraft

Hi there, I'm trying to start a server using the HorrorCraft modpack on 1.12.2, however, whenever I try to start the server up, I always get this error.

When I try to download the failed mod separately this still pops up, and my config folder is not letting me replace it easily. Is there any work around this?
