Forge doesn't read the mod folder.

I have forge version 43.2.3 and run minecraft 1.19.2 in Tlauncher. I have put mods (.jar files)in the mod folder, but when i open minecraft, they aren't loaded. I click the "go to mod folder" button and when i go there, the mods are there.
