Forge 1.19.2 keeps crashing even without any mods

I've been having trouble with opening modded minecraft & thought it was my mods, but after taking out every mod, reinstalling Minecraft & Forge, trying both the recommended & latest builds for 1.19.2 & even trying a different version of forge, I'm at a loss. Regular minecraft opens up just fine, but no matter what I do, Forge crashes with exit code: 1.
