i cant open the modded server option or what im told it is

forge-1.12.2-14.23.5.2860.jar does not start i can start the vanilla version but im trying to run modded

    when i start up the server using the minecraft_server.1.12.2.jar it just does not give me a mod file or config so im assuming its not the mod option but hte other one wont start
