1.16.5 No mods folder created even when reinstalled multiple times(Server)

Ive been trying to make a minecraft server for my friends and whenever i make a forge server no mods folder is created i have even tried adding a mods folder manualy but it doesnt work :(

I only put mods under the mod folder of the client ，The server couldn't find the mod file。。。。。。。

then put it in the mods folder but mine didnt even make one so i made one and it still runs as a vannila server

yes my issue is resolved i fully unistalled java and the dev kit and reinstalled java 8 and the java 8 dev kit then the server booted up perfectly with the start.bat file
