How to add a custom enchantment for a custom item?

I'm trying to add a custom enchantment that is only compatible with a new type of tiered weapon I made.

I am using 1.19.3, forge version 44.0.1.

I tried using EnchantmentCategory#create(), but it doesn't work.

Here is the enchantment class:
