Forge 1.18.2 crashing [Exit Code: -805306369]

It states that I do not have enough memory allocated to the configuration, the problem is, I do in fact have enough memory allocated. it runs fine until it hits Loading terrain...
I have it set to 8GB and it crashes giving me the same code over and over again, I haven't had this problem with modpacks newer, older, smaller or larger. its running Weather2 1.18.2, Coroutil 1.18.2, Tconstruct 1.18.2 and Mantle 1.18.2.
Im out of options that im aware of and forums aren't being too helpful either. It says the mod datapacks are for an older version of minecraft so I rolled forge 1.18.2 to its first version 40.0.0 and then it said I needed to have 40.1.19 for Tconstruct to work so I went to that version and it said the datapacks were out of date and I thought "well that doesn't make any sense does it?"
I have tried all of which resulted in the same problem.
-Allocating 8GB of ram
-loading in without mods
-Loading in with either Weather2 or Tconstruct by themselves with their supports
some help would be more than appreciated, thank you
