"error could not find or load main class..."

I've downloaded the latest version of the forge installer but every time I try to run it, it just shows this output window that says "error could not find or load main class C:\Users\User\Desktop\minecraftforge-installer-1.6.4-9.11.1.923.jar".

I've tried looking around but came up with nothing. I'm also running windows 8. any help would be much appreciated!
