In order to set up your environment you need to download the Source of forge for the minecraft that you want to make the mod for and then run the install.bat and it will install Minecraft coders pack and you will be ready to make mods.

 

Download the "SRC"  at http://files.minecraftforge.net/

 

Note: Make Sure you have setup your java JDk setup with your path
